In a democratically run Oxford House, every member has the right to vote, even if they are suspected of breaking house rules. Emergency meetings should not be held without the member in question being present ( unless of course the member cannot be found in a responsible time)

All state taxes have to be paid on house purchases. Tax Exempt in the case of Oxford House Inc. means that Oxford House inc. does not have to pay federal taxes on income they receive to start Oxford Houses and contributions to Oxford Houses or Oxford House Inc are considered Tax deductible by the IRS
No. by law, unused EES must be returned.
No, Houses cannot legally keep belongings in lieu of unpaid bills. The items need to be in a safe secure place for a reasonable amount of time for pick up. If not picked up a certified return receipt requested letter should be sent to the individual or his/her family giving them 30 days to pick the items up and if not picked up within that time period the items will be donated to another non profit such as Goodwill and/or Goodwill . The letter and donating them to other non-profit protects the house from any potential lawsuits

No. boarding houses have locks on doors because people rent room and do not participate in the managing of the house directly. Oxford Houses are run by the residents and behave like families. The residents share the entire house. the only locks allowed are privacy locks such as you find on bathroom doors.
The manual suggests that the member not be readmitted until there is a clear demonstration that he/she has returned to solid sobriety. with as many issues and disruption to the whole of Oxford Houses the WA State Association has determined that it must be 30 days before a member who has relapse can be accepted into any Oxford House.
Contracts are a last resort to change the behavior. the house must vote including the person in question and the terms should be documented in the minutes and on the contract.
